Using Fn+ F7 to re-enable the touchpad has not worked, nor has a reboot. Every time I turn on my laptop now, no cursor ever shows up and the touchpad is still unresponsive. However, when I plug in a computer mouse the cursor does appear and I can use the mouse just fine. Even with the cursor now on screen the touchpad still won't control it.
Press WinKey+R, typr "appwiz.cpl" and hit enter. In the "Programs and Features" window look for your touchpad driver. According to the GE76 Raider Support page it should be called " Intel Serial IO Driver". Right click on it and select Uninstall from the popup menu.

Open Start Menu. Type Device Manager in the search bar. Now, click on the Mice and other pointing devices. Expand that option. Select the driver of your Touchpad. Now, right-click on it and select Update Driver. After completion of the step, restart your PC. Now, check whether the touchpad is working or not.
